The Gap

The benefits are there. For those who can see them.

Alan Turing Institute · 2024
84%

of complex government transactions can be automated through AI tools.

Deloitte · 2025
17%

of government leaders believe that their organisation has strong AI expertise.

AI has great potential for government, but civil servants often don't know what is possible. And the training on offer does not close that gap, because it comes in two flavours:

Option 1 / Theory

“AI will transform government”

Inspiring awareness sessions. But nothing your civil servants can put to work soon.

Option 2 / Technique

“Here is the new tool”

Tool rollouts and how-tos. Useful mechanics, but no judgement about where AI actually helps.

I work in the missing middle: you experience what AI can do, then act on it. I show civil servants how to incorporate AI like a team member, on the work they recognise.

Who I Work With

Three audiences, one approach

Government leadership teams

Directors-general, secretaries-general and executive committees who need to move from scattered opinions about AI to a small number of concrete priorities. This is the executive session.

Civil servants and their teams

Policy officers, HR, finance, communications and operations staff who want to use AI on their actual work, not in the abstract. This is the small group coaching: AI training for civil servants that ends in working workflows, not certificates.

International organisations

I have advised 15+ governments on skills and digital transformation, and I deliver AI training for international organisations and multilaterals in English, French and Italian.

What I Offer

Two ways of working together

Executive session

3 hours · In person · For senior public sector leaders
Stefano Piano delivering an executive AI session

Three hours, no slides. AI applied live to work your team recognises, and you leave with three concrete priorities.

  1. A live demonstration on real public sector work: policy documents, briefing packs, consultation responses.
  2. Case studies of how civil services and public bodies are adopting AI.
  3. Facilitation that takes your senior team from scattered opinions to three concrete priorities.

I run this AI workshop for government leaders in ministries, agencies and public bodies, in person, anywhere in Europe.

Small group coaching

10 hours · Groups of 10 to 15 · Online or hybrid
Stefano Piano coaching a small group of civil servants

Over ten hours, I accompany a small group of civil servants to AI proficiency. Each participant develops two use cases from their own work, through a step-by-step curriculum:

  1. The bases of prompting.
  2. Setting up agents and assistants.
  3. An overview of the AI stack.
  4. Bringing everything together in AI workflows.

The cadence adjusts to your team's needs and availability. Cohorts work best when drawn from the same organisation, so use cases and constraints are shared.

Case Study · INPS

Strengthening digital skills at Italy's social security agency

As project manager, I oversaw a programme on the digital transformation of INPS, designing a training pilot to inform an actionable training plan for a workforce of 20,000+ civil servants.

The pilot

20 participants, two days, Rome

Civil servants from central and regional offices, across seniority levels, in hybrid format.

The curriculum

From design to delivery

Recognising the potential of digital transformation, understanding users and their needs, and collaborating openly for agile delivery.

The evaluation

Kirkpatrick model

Reaction and learning measured through baseline and endline surveys, to a standard used across government.

FAQ

Questions public sector buyers ask

What does practical AI training for the public sector involve?

Not theory, and not tool tutorials. I demonstrate AI live on work your teams recognise: policy documents, briefing packs, consultation responses. Participants then apply it to their own work. Two formats: a three-hour executive session for leadership teams, and ten hours of small group coaching that takes civil servants to AI proficiency.

Who should attend, and how senior do participants need to be?

The executive session is for senior leadership: directors-general, executive committees, agency boards. The coaching works at every level. The INPS pilot deliberately mixed central and regional offices across seniority levels, and the mix improved the results.

How much does AI training for the public sector cost?

It depends on the format, the cohort size and the location, so I scope it on a free 30-minute call. The price always includes pre-session consultation, full customisation to your organisation, follow-up materials and a post-session AI adoption roadmap. There are no hidden extras.

Do you deliver AI training in person or online?

The executive session is always in person, and I travel to any major European city to run it. The small group coaching runs online or hybrid, adjusted to your team's cadence and availability.

Which languages do you teach in?

English, French and Italian.

Is it safe to use AI on government work?

Safe usage is part of the training, not an afterthought. Demonstrations run on public documents or safe replicas, never on material your organisation has not cleared, and I work within your existing tools and data policies.

Which AI tools does the training cover?

I am tool-agnostic. If your organisation has Copilot, ChatGPT, Claude or Gemini, we work with what you have. An overview of the AI stack is part of the curriculum, so your teams understand the landscape beyond any single tool.

How do you know whether the training worked?

I evaluate against the Kirkpatrick model with baseline and endline surveys. In the INPS pilot this produced 4.6/5 overall effectiveness, 8.6/10 value for time and a Net Promoter Score of 69, where above 50 is excellent.

Do you work with international organisations?

Yes. I have advised 15+ governments on skills and digital transformation, and I deliver AI training for international organisations and multilaterals. The executive session runs in person, in Paris or at your headquarters. The coaching runs online or hybrid, in English, French and Italian.

What happens after the session?

Every engagement includes follow-up materials and, for the executive session, a post-session AI adoption roadmap, so the three priorities your team converged on turn into work that actually happens.
