Training civil servants at Italy's social security agency

How a training pilot for a workforce of 20,000+ civil servants was designed, delivered and evaluated, and what it means for your organisation.

INPS is Italy's national social security agency, with a workforce of more than 20,000 civil servants. As project manager, I oversaw a programme on its digital transformation, designing and delivering a training pilot whose purpose was to inform an actionable training plan for the whole workforce.

The problem

A transformation strategy existed on paper. What did not exist was evidence about how to train 20,000 people: what content works, in what format, for which staff, and how to measure it.

The pilot

20 participants from central and regional offices, deliberately mixed across seniority levels, over two days in Rome, in hybrid format. Three topics: recognising the potential of digital transformation, understanding users and their needs, and collaborating openly for agile delivery.

The evaluation

Measured against the Kirkpatrick model, with baseline and endline surveys, to a standard used across government.
